School choice is going to completely ruin private schools by letting them in. Doubtful. My sister sent her children to Catholic schools. High school ran her about $8,000 a year each. Based on the funding formula in the bill itself I doubt that the vouchers will be even a third of that.
School choice only works if you can afford it and if you can get your kids there.

Tax credits would work if those paying the tax could assign the money to a specific individual, a private charity issuing vouchers, or to a specific school's scholarship fund.
