I agree, but I throw in this angle...

Crime is an economic decision. Take the Ted Bundy crazy types off the table for a second, but when jobs are scarce, and wages low, you make the economic decisions to sell drugs, steal, and sell stolen goods. These activities have occupational hazards and risks of getting shot.

Drugs and violent gangs is not really much different than Prohibition in the 1930s when bootlegger gangs shot up their competition for turf and market share.
