Private contractors hired to work on dams? Hmmm, does
that mean that there is a State Dept of Dam Repair that COULD
be doing the work? Why, the next thing you know they’ll
be telling us that private contractors build and repair
freeways even though we have CalTrans!
We could have a State Dam Department,
but then again, all the State Departments are Dam Departments.
