The wall is cost-effective at 12%. But it has to be designed to be much more effective. It won’t keep everyone out, but it will keep the vast majority out and make the ICE job more manageable, allowing ICE to go after our existing inventory of criminal illegal aliens.
ICE doesn’t do border, US Customs and the US Border Patrol do the border thing.
