It's like President Trump is going to have to rebuild the various agencies and re-populate them with people who actually give a damn about the country.
Trump needs to summon Ryan and Mitchie into his office and tell them that the Civil Service laws for termination need to be changed so he can clean up the entrenched at the VA, DOJ and other dem infested strongholds.

Trump needs to remove ALL remaining Obama appointees and replace them with his own people via recess appointment until the Senate takes action to confirm the recess appointees to fill the vacant positions permanently (till end of Trumps term).
Recess appointments last for one year and should be enough time for the Senate to act on confirmation. If need be they can be given another recess appointment at the end of the year. Reagan and both Bushes did this to get their people in place sooner, given the slowness of the confirmation process.
He should already have qualified, vetted candidates for the 1,200 + presidential positions that need Senate confirmation already selected. Simply ask these folks to take the jobs now on a recess appointment basis while they work to get them confirmed.
He will have a window to do this soon as the congress recesses. Once congress recesses Trump can fire all remaining Obama appointees and then fill their vacancies with recess appointees. This way he will have critical subcabinet positions staffed with his own people.
As for permanent civil service types he will have to work with Congress to make it easier to get rid of the problem ones.
