The “other instances” Sean Spicer alluded to were comments, by General Flynn, to other members of the Trump administration, including Sean Spicer, himself. Therefore Spicer seemed to indicate that Flynn made comments that were perhaps, ambiguous, or at worst untrue.
Somewhere I read that another issue revolved around a security clearance for Flynn's son, Mike Jr.
