Defensive medicine is the problem.
Cut deductibles in exchange for no coverage for testing.
Testing gets paid for out-of-pocket.
The federal government could post a website so patients could better guess which tests they may wish to pay for.
Hospitals could run late-night specials on testing - say an MRI would cost $150 at 1am in the morning.
