I believe that this picture was taken on I 5 northbound at the Maxwell exit.

If so, based on my personal experience and family's experiences of driving on that part of I5 and never seeing flooding like this since I arrived in Cali land in 1970. Lots of trips during the winters and springs and never saw flooding like this.
