In law, sua sponte (Latin: "of his, her, its or their own accord") or suo motu "on its own motion" describes an act of authority taken without formal prompting from another party. The term is usually applied to actions by a judge taken without a prior motion or request from the parties.

If Congress does not step up to the plate, they should be pilloried without mercy for dereliction of their duties of office.

Wouldn’t be any loss of skin for Congress to remind the district judiciary by resolution, the location of the pages which delineate where their enabling authority is derived, and where authority is reserved solely to the Supreme Court.

In the case such that “a precedent for future cases - and all challenges to future EOs will originate in District Courts within the Ninth”, the former Ninth once broken into multiple districts, shall retain the states of Alaska, Idaho, Montana, and possibly Arizona. Every other state winds up in a newly numbered district. Enjoy those rulings from the slimmed down Ninth.
