State water officials said water has begun flowing over the emergency spillway at Oroville Dam. Doug Carlson, a spokesman for the state Department of Water Resources, said water started topping over the auxiliary spillway shortly before 8 a.m. at a rate of between 5,000 and 10,000 cubic feet per second.

Is anybody manning the power plant?
From what I understand the power plant is shut down and underwater, therefore not releasing any water from the bottom of the dam.
Some of the power poles are cut, too.
My guess regarding the plant is that there may be a ton of debris blocking the intake screens, preventing water from flowing through the generators. I don’t know how much flow would go through at full electrical output, but I’m sure that it would be enormously helpful in reducing the lake level. And unlike the spillway, that water path is intact.
And now the evacuation has been ordered. Always better to get prepared ahead of time

Power generators are shut down due to debris.
My observation:
Commenter said that the DWR Dept of Water Resources claimed no erosion, but there —is massive erosion— of the hill side, to the right of the spillway... a width that is 3x that of the spillway.
As you watch the water rush down the spillway, there’s a big hill partway down, to the right of the spillway, that diverted the water to the right, thus all the erosion.
And as you watch the spillway itself, you can see big @$$ chunks of concrete tumbling down.

That’s what I was describing in my other post; 3x the width of the original spill way has been eroded... to the ‘wrong’ side, i.e. the dam side .
There is concern that too much debris from the spillway washout will block the discharge from the generation plant. The boulders and concrete from the spillway will back up the short section of the river between the washout and the dam.

Look at the elevation of the top of the lake water. Compare to the elevation of your home. If you’re not 2X higher, and are downstream, bug out. Better safe than sorry.
Traffic backups are not helpful. The cops need to direct the traffic so that there are 2 lanes leaving, none entering. Same on the highway, add exiting lanes. Make Evacuation easier and faster.
