Realize that you are asking this question about a government
that is so incompetent, they cannot stop phone calls
to people on the “do not call” list”.

I think this would be most effective. When inexpensive labor becomes insufferable with fines the jobs magnet will disappear.

I want it to look like the Grapes Of Wrath heading towards the border.
