Colleges play several games with this.
They take in foreign students on the promise their higher tuition will offset domestic tuition ... and then give the foreigners work study jobs to give them discounts on tuition (I witnessed this personally). This displaces Americans in both admissions and financial aid.
They intentionally give foreign students internships, residencies and other slots to keep them at the school and improve their odds of getting a visa, seeing it as a moral mandate. And this shuts out Americans from these programs.
They encourage foreign student enrollment, seeing it as both an indicator of their global citizenship status and marketing/prestige.
