And perhaps this is where government can step in. I think we as a people can say that the government can either mandate all health insurers take people with pre-existing conditions, thereby spreading the risk out evenly to everyone or we put them in this high risk pool that does get subsidized from the Government. If you are born with some degenerative disease or something like that, you shouldn't be penalized.

That is what Obamacare is doing now, which is exactly why it is broken. That is not "insurance" — insurance is effectively made illegal.

If you have "something like that", I (and all your other neighbors) should be penalized instead.
