I was an eligibility worker for MediCal in California many years ago. We had 30 days from the date of application to work the case to grant or deny. If we needed other things that the person who applied didn’t supply that time was extended. Very few cases got worked in 30 days. If the person had absolutely no assets., etc. and supplied us with everything right from the top the case was easy.
I once worked 6 months on getting an older lady qualified because she had had assets that the daughters had sold off to pay for her care.

Yes I’m a nurse who worked in hospice for years. As hard as the Social workers could they never got government assistance for anyone in 2 weeks.

No wonder her question was written by CNN. They don’t have a clue about how the real world works.
