If a person with a masked face walks into a bank or any place of business carrying a club or backpack it's reasonable to arrest them or take action to subdue them.

Isn't it time we apply the same protections to public spaces and city streets?

Congress should enact legislation making it a crime for anyone to wear a mask or any other covering concealing their face in any public place, excluding certain exceptions such as live theater performances, street entertainment, Halloween activities, and the like.
