Too bad people like this are so averse to the foster system. The chances are high that you can adopt through the system and the state pays YOU, not the other way around. You can also get an infant.
If these folks were looking for anything except a healthy white baby, the state system might have been an option (or for about the same money as they were paying, a foreign adoption). But they probably didn’t want children with melanin or issues.
It isn’t easy to adopt even through the foster system unless you are considering children older than say 12 or so. While we have had a client or two that did, It is extremely rare to adopt an infant through the foster care system as the state has to terminate parental rights and that can often take more than a year from the time they start. The people that I know that were successful in doing that were foster parents who took the child in as a newborn and were in a position to adopt the child once parental rights were terminated or year or more later.
My cousin and his wife were foster parents and then adopted 3, 2 brothers and a sister, I always said he did it for the money since he wasn’t a very likable person. I heard stories of mean things he did to them but apparently they appreciated it. He died a couple of years ago and they gave him an excellent funeral, called him Dad, and cried like babies.
