Actually, she can be fired. Aside from various techniques for forcing resignation that we’re all familiar with, there’s also the minor fact that she’s publicly said she will not enforce the law, which is grounds for her to be fired for cause if the county government so wishes.
Then that explains why she hasn’t been thrown out. Defunding and explaining the cause is the next best thing.
