WASHINGTON, Jan. 14— Saying that he feared a mass exodus of Haitians unless he acted, President-elect Bill Clinton announced today that he would at least temporarily abandon a campaign pledge and would continue the Bush Administration's policy of forcibly returning Haitians who try to emigrate to the United States.

People have probably forgotten that Clinton had some 30 or 40 thousand Cuban refugees penned up at Guantanamo for years to keep them off of US soil.
But but Hillary says “that’s not who we are”
And Clinton banned Vietnamese refugees also.
I’d really forgotten all about that.
The State Department, with Hillary Clinton in charge, stopped processing Iraq refugees for six months in 2011.
What would happen if every poor nation had an exodus, all heading to the US?

She’s not that far from Kennedy Airport.

SECTION 1-101. Delegation of Authority. The Secretary of State and the Attorney General are hereby designated and empowered to exercise in respect of Iranians holding nonimmigrant visas, the authority conferred upon the President by section 215(a) (1) of the Act of June 27, 1952 (8 USC 1185), to prescribe limitations and exceptions on the rules and regulations governing the entry of aliens into the United States.
