Sounds to me like stay is for those that got caught up in the initial implementation on 1st days. Those already in the air.
They cannot be returned but those that aint here yet cant come.

Exactly right they have visas. No biggie.

That is my understanding also. The judge’s ruling only lets in people who were in transit. Others are still affected by the ban.
