Construction projects that are built using private capital and/or (in many cases) state money with no Federal contribution have no such requirements. That’s how Caltrans got around the USDOT “Buy America” requirements when they contracted with the Chinese for the Bay Bridge project.

I find it hard to believe that the SF Bay Bridge reconstruction did not involve federal money.
