That is correct (the France part . . . not the “nuts”, I hope).
Britain and France gave an absolute guarantee that they would go to war if Hitler entered Poland to start his march east. That is why Hitler pivoted to the West and made the temporary treaty with USSR.
He had NO NAVY. No chance to invade England or otherwise disturb the British Empire. Germany was strictly a LAND POWER.
Hitler originally imagined being Allies with Britain even helping them to keep their Empire as long as they acquiesced to Hitler having his Empire in the East.
But Von Ribbentrop felt snubbed by the Brits while he was Ambassador there, are grew to loathe the Brits and eventually he converted Hitler over to his side.

Germany did have a navy. But it was no match for Great Britain, or the United States. At least their surface fleet. That much is true. Furthermore, Nazi Germany was never going to invade England. They had no capability to do so, and I will also agree that Hitler didn’t really want to do so. But to think that the extermination of the Jews would not have happened without a war in the west is complete insanity, I’m sorry. Persecution of Jews in Germany began before 1939.

Whatever the thesis behind Buchanan's book might be (and I very much like Patrick Buchanan), it's the height of wishful thinking to imagine that Hitler wouldn't have eventually turned his attention towards the United Kingdom, America, or any other nation, once the mood struck him.
To me, the Nazi regime in Germany, with its desire to develop nuclear weapons, produces just about the strongest argument I can imagine regarding the potential necessity and moral justification of engaging in pre-emptive warfare...

I agree this is the weakest part of Buchanan’s argument. I did read Mein Kamph, and I have read the detailed history enough to understand it was Hitler’s personal delusion that was behind the death camps, and not some societal pathology.
However, there is a case to be made for the other view. Persecution of Jews started before 1939, but NOT THE GENOCIDE. That really started when the war started to turn bad on the eastern front. SPECULATIVELY: If the Brits had not attempted to stop Hitler’s march east, Stalin would not have had two extra years to prepare, and maybe a significant chunk (including Ukraine) would have fallen. There is strong evidence that that was Hitler’s true objective. When he failed to exterminate the Bolsheviks, there is evidence that he turned to the extermination of Jews in his conquered areas as a consolation prize. (I am basing that on John Toland’s great biography of Hitler, and not Buchanan.)
