I will speculate the school has a significant percentage of minority students. So, banning TV coverage and political debate might protect the health and safety of all students - for one day, anyway.

Whereas it was an uplifting, inspirational event in 2009 and 2013. I don't buy it.

No.

It just means that school authorities were completely confident in 2009 and 2013 that white students were not going to provoke or attack minority students.
