Someone else probably pays the taxes for him. It might take him awhile to squeeze the money out of the other party. Hence the annual delays.

Politicians like him are experts at getting others to pay up for them. That’s why they’re in politics.

When Howard Dean was running for POTUS, he missed a property tax payment, and his town dinged him something on the order of $75, iirc.

He was briefly, quite incensed that they didn't let him slide since he was running around the country campaigning.

One of his lackeys must have pointed out the poor "optics".
