The fundamental problem is the Republicans need 60 votes to pass a replacement plan. They can probably get 10 dem votes if they promise the blue states not to mess with Obamacare.
The other options are: Repeal with reconciliation and not replace. That could lead to a big slaughter in 2018.
McConnell and the R’s could also grow some gonads and nuke the filibuster and pass a replacement plan with 51 votes, but that is not likely since R’s don’t have gonads.
