I would rather see a law passed that makes it a felony to intentionally block a roadway. Considering that people have died when emergency vehicles were forced to stop, this is very appropriate.
Add to that law that if someone dies because you deliberately blocked a roadway for a protest or illegal action (ie not because you were involved in an accident) you automatically get a manslaughter charge, if not more.
It already is a Federal crime to block an interstate.
The problem with “passing a law” against something, is that it depends upon there being a law enforcement group willing to enforce the law. There are laws against assault, and we saw how well they protected Trump supporters in California.
