These are not planned disruptions as much as they're terrorist attacks. I say this because butyric acid sent into the ventilation system of a building would cause thousands to panic believing they were under a terrorist attack and were being gassed. Falls, and people getting trampled would likely ensue including triggering possible heart attacks due to stress, affecting those with heart conditions etc.
