One interesting proposal I've seen is called the "Wyoming Rule," which would set the average House district at a population equal to the size of the U.S. state with the smallest population.
This would increase the size of the house to about 552, using 2016 population estimates.
You could reduce corruption by requiring fair districting; keeping cities and counties intact to the extent possible, keeping communities of interest together and preventing districts which are not as compact as possible. You could withhold federal funding for those states that don’t comply. I realize that this goes against 10th amendment principles, but what can you do?
