I’ve always read that facial expression as being rather incredulous, kind of like a dog cocking it’s head... “WTF?”

I read Tucker's expression as not being "stunned" or "concentrating" but as a deliberate facial signal of calm "feigned incredulity" to his viewers...i.e., he's thinking "this radical guy is blowing smoke, he's unhinged, he's way out in left field, and he thinks I'm really listening to what he thinks are his pearls of wisdom when in fact I'm just laying back looking absorbed and letting him run on and on with his crappioli till I snap the trap".

Tucker isn't actually stunned, surprised or genuinely incredulous listening to his marxist/fascist guests...he's seen it all and heard it all before, as have we. What you see is a non-confrontational mask he dons for the benefit of the losers he interviews....and then he takes the mask off after he neatly exposes and disposes of his marks.
