Quite possibly his sinister intent is to make this part of “comprehensive” immigration reform, but if passed by itself, there’s nothing wrong with this proposal.

Not a damned thing needs to be passed.
To block Trump from removing the illegals Ryan would have to both ram an amnesty bill through and then subsequently override a presidential veto.
