I don't know what the burr under your saddle is, but Obama can't pre-pardon any charges that haven't yet been formally made, charges that might later be placed after he is out of office.

I really would like to see Mrs. Clinton be fined and serve time for what I see as her treasonous behavior, defalcations with government funds, and criminal negligence of handling highly sensitive national security information. Obama will never allow such charges to be placed. That is not a pardon. That is sovereignly refusing to prefer charges.

Very true. Whether we like it or not, that is the reality. And Obama can pardon her until 1 minute before Trump's inauguration, for any crime, past or present (just not future crimes) - and there is absolutely nothing anyone can do to stop him.
