You have highlighted only a small portion of the pardon’s conditions. Ford also specified precise time limits. Off the top of my head, 20 January 1969 through 9 August 1974, the exact time that Nixon held the office of president.
I have often seen people on FR claim that Obama can do exactly what Ford did for Nixon, but there has almost never been a discussion of time limitations. Even if he were to limit the pardon for the time from when Hillary became SoS to 20 January 2017, the foundation is still operating, and I would presume is still in violation of federal law.
This has no bearing on the Obama/Clinton issue. She has not been charged with criminality, and therefore cannot be pardoned for anything. However, when Donald Trump is invested with the office at inauguration, his appointed advocate can then place the charges.
However, at that point Obama no longer has any power to grant a pardon to anybody for anything except being offended by poor social manners.
