Certainly there’s an easier way to eliminate one observer of drug running than Friday’s bloody rampage. There’s got to be something more to it than that.

They routinely mask some of their hits with other cover murders to mask and confuse the investigation. If they just whacked Prather then the potential for followup investigations is high, but they screwed up and Prather didn't die yet.
