The ordinance is bullshit and the chief is a dick. They should stick to fighting actual crimes instead of soaking taxpayers for more $$$.

I believe you are a little confused as to the primary purpose of police in most communities. They are not there to "fight actual crimes". They are there to raise revenue for the local government. Going after actual criminals can be dangerous. Extorting money out of the law-abiding is safe, easy, and profitable.
