Yes freedom is not for idiots like you. Your freedom to be an idiot impacts me. Your car gets stolen and MY insurance rates go up due to you being a fool. If my rates were no affected I could care less what you do.
Suppose a young kid decides that the running car is too much of a temptation and steals it running into others possibly killing them.
Now on to the actions of the cop. I am a former LEO. I would have gotten out knocked on the door and informed the person he was breaking a law.
I would them explain why it was not smart to leave a running car unattended.
If he did it again I would have no problem ticketing him.

I'm pretty sure the framers of the constitution and Bill of Rights were not overly concerned with what insurance companies were going to be doing 2 centuries later. Your rates are irrelevant to my freedom.
