There is no prohibition on Americans for Secretary General of the United Nations in the UN charter.

The appointee may not be a citizen of any of the Security Council's five permanent members.

You cite a wikipedia story sourcing from a PBS article. It is nowhere in the UN charter.

The UN Charter on eligibility: Chapter 3 Articles 7 and 8 say:

Article 7

There are established as the principal organs of the United Nations:

Such subsidiary organs as may be found necessary may be established in accordance with the present Charter.

Article 8

The United Nations shall place no restrictions on the eligibility of men and women to participate in any capacity and under conditions of equality in its principal and subsidiary organs.

Chapter V on the Security Council has no language matching the Wikipedia article.
