Legions of contractors do most of the real work in federal agencies. In theory, the feds manage them but in reality its the other way around.

If you want to see a federal employee cry, ask them to work and accept responsibility and accountability for the results.

another thing is they need to be able to fire unproductive and criminal employees.

Fat Broad in BC was awesome!!!

Attrition hurts no one. Just not replace that person who is retiring. No one fired to complain. If a career is 30 years, then every year should lose about 1/30th of the force, so after 8 years, you’ve cut force by 1/4th. That’s YUUUGGGE!

I see your point... but I think it would work as a temporary program maybe for one or 2 years.

The new number becomes your baseline

And some restrictions on what you can cut- Employees? fine- benefits to someone who deserves them? no - fraud? absolutely.

By now the military bureaucrat would probably have hired contractors to perform combat if it hadn’t been for the Hague and Geneva Conventions and other international regulations requiring combat be done by a nation’s military personnel. Even so, the military has had private contractors (e.g. Blackwater) doing guard duty and convoy protection in hostile areas.

The next thing they need to do is require unions pay the total compensation for any union official.I.e., anyone paid anything (including in kind) will immediately terminated from government, no health care, no retirement, no benefits.

Republicans revive 19th century rule allowing them to cut federal workers’ pay to $1

Federal workers can now feasibly be paid as little as $1 a year, after a surprise move by House Republicans.

In a procedural move Thursday, the House’s Republican caucus revived an arcane procedure known as the “Holman Rule,” first introduced in 1876, that allows for the targeting of specific federal workers or programs.

Under the guise of cutting spending, Congress can lower a worker’s pay or a program’s budget to just $1. However, the rule is unlikely to actually be invoked against any federal employee during the current Congress, as it requires a majority in both the House and Senate to take effect. Any use of the rule would have to be done through an amendment to an appropriations bill

National Treasury Employees Union legislative director Maureen Gilman told the Washington Post that the revival of the Holman Rule was “part of a very chilling theme that federal workers are seeing right now.” Gilman’s union represents roughly 150,000 federal workers.

OTOH, contractors are a known cost. The company supplying the contractor is responsible for his salary, health insurance, retirement, etc. IOW, a $150,000 contractor costs less than a $70,000 government employee.

55 years ago in this week, JFK via an Exo allowed federal employees to become union members.

What one president enables with an Exo, can be removed by the current president with an Exo voiding the previous Exo.
