I spent 32 years working for the feds through active military, NAF, and civil service for the DOD, the Departments of the Army, Air Force and Navy training pesonnel. I was receiving training for Operations Security (OPSEC), and communications security, (COMSEC), as early as 1975 clear through until my medically forced retirement in 2012. And it is not any better. Especially when you have private servers being used in the basement with no security at all other than the attitude of the user.
