Ohio has it’s own, the OEPA. I dealt with them on a montly basis. I figured each state had it’s own. Answerable and controlled by the feds though.
You are right, most states already have their own. Come to think of it, I’ve dealt with them (indirectly) in my state...
Which means I suppose EPA itself could be shut down entirely.
