Yes, but Equal Protection means that places like NYC AND Cali will have to give out permits to their residents as well even if they do not want to. That’s how all 50 states got stuck with being forced to issue gay marriage licenses.
I’ll take gay marriage and guns everywhere over neither. YMMV
