I’m reminded of the former nuclear policy known as MAD - Mutual Assured Destruction.
In this case, these are largely symbolic gestures with little real impact. The ones who suffer are the diplomats from both countries who must suffer the inconvenience being PNG’d. You not only have to depart within 72 hours, you must look for a new job on a moment’s notice and probably remain in limbo for months until getting a permanent assignment.
