One man's hero is another man's tyrant, a popular aphorism goes.
But while we can argue the validity and virtue of certain political agendas, the callous methods by which some leaders attain their goals are less up to interpretation.
After all, no matter how a historian tries to spin it, ordering a tower to be constructed out of live men stacked and cemented together with bricks and mortar is pretty brutal.
Business Insider put together a list of the most ruthless leaders of all time featuring men and women who employed merciless tactics to achieve their political and military agendas.

Islam is responsible for more deaths than any ideology in history.
Mad Mo belongs at the top of this list.
His “religion” calls for perpetual war against the rest of the human race and they have been carrying it out for 1400 years.
The creator and resourcer of ISIS, Barack Hussein Obama, belongs on that list. Hundreds of thousands have died at the hands of ISIS.
I think these are more the 25 most brutal and bloodthirsty leaders of all time. I think ruthless implies more someone willing to do anything to acquire and maintain power - more amoral than immoral. For example, Caligula was more of a homicidal maniac than ruthless leader and his brutality didn’t to much for his maintenance of power and was, in fact, counter-productive. He was insane not ruthless. That’s why his reign (which he inherited) was so short and ended up with him being assassinated.

Putting Franco and Pinochet on the list is absurd. Franco saved Spain from the Communists and Pinochet did the same for Chile against an elected President who was a Soviet agent and traitor to his country.
I was going to say where is Castro? Where is Kim? Or Assad?
But now I see that the list was from Jan. 2016 and excludes living individuals.
Don’t know why it doesn’t include Jung-Il, though. Or his father. Or Tojo.

I’ve often wondered why more of those in service to these thugs don’t take them out. You never know when the madman (or woman) you serve will turn on you. Best to do it first!

Tomas de Torquemada who may have killed 20,000 over a 15 year period. That is not even Chicago level violence.

But he did it by loading all the Communists into helicopters, flying them out to sea, then dropping them in.
Any way you slice it, that’s pretty brutal.
Countess Elizabeth Báthory de Ecsed was more of a well-connected serial killer than a ruthless leader.
He should have been on there instead of Countess Elizabeth Báthory de Ecsed.
I consider what would’ve befallen Chile under a Soviet-controlled dictator would be far worse. Most of said “victims” of Pinochet were domestic Communist terrorists and traitors. When dealing with pure evil, it’s not often a nice, clean affair.

Just saw on Facebook a pictorial review of Chile from 1968-1973. Under Allende the Communist, from 1970-1973, Chile went from fairly prosperous to indistinguishable from modern-day Venezuela. The communists were growing bolder and more violent every day. I have little doubt what would have occurred.
The article is from early in the year and they specified they didn’t list living persons.
