Although Kerry misconceives the situation entirely he is at least correct that settlement is neither the problem nor the solution, it is only a symptom.

Those of us who woke up on September 11, 2001 began to understand that the root of the problem lies in the worldview of Islam. Neither purely theocratic nor purely autocratic but a blend of both, Islam rejects every Western value since the Enlightenment because it rejects the Enlightenment itself. More than the values of the Enlightenment, Islam is at war with the scientific method.

Islam proposes a society governed entirely by revealed and unalterable truth. The truth is immune from empirical analysis because the system rejects the scientific method which reasons from the bottom up but Islam conclusively concludes from the top down.

Such an inverted epistemology is ultimately nothing but a superstition and an evil belief system at best. There is no empirical check, no reality intrudes even as the belief system becomes more and more eccentric to the point where mothers make human bombs of their children.

John Kerry has been exposed to this reality since long before 9/11 but he seems to have learned nothing about the underlying reality, or in the case of Islam the underlying unreality, that is the cause of this intractable murderous problem. So he plays with symptoms and he waxes extremely eloquent about nuts and bolts which have been minutely examined 1000 times before but the exercise produces no advancement, rather only cover for more murder. The assumptions that were ultimately dashed with the towers and the Pentagon on 9/11 at minimum include the belief that the cause of Arab anger was Israel or the presence of United States troops in places like Saudi Arabia. We came to understand the true cause of terror.

Anyone who has been exposed to any Muslim land has witnessed the appalling effect this belief system has on the lives of ordinary people. The problem with Israel, like the problem of terrorism, is a symptom of the belief system which is repeating its historic habit of nearly a millennium and a half of erupting its borders to wage murderous jihad against civilization.
