So, remove all barriers to private “broadcasting” but impose a tax of $5000 per minute of uploaded video from any official Congressional facility. That comes to $30,000 per hour and I’m sure that’s cheap compared with what professional video uploads would cost, and after all this is the Worlds Most Exclusive Club, so the rates will be premium.

A more practical penalty with teeth would be the forfeiture of any committee memberships.
The alternative - hold congressional sessions with a majority outside of the chambers. And pass some things without the democrats’ input. Kind of like they did with Obamacare.
