Bingo. They also want to bait Trump into making foolish responses now, so they can lecture that he is not President yet, etc. I hope he just lets it pass by without comment.
On a deeper level, the Dems are trying to forestall Trump achieving a thaw with the Russians, allowing the US to triangulate against the Dems Chinese paymasters. The unintended consequence for the Dems is that they are giving Trump bargaining chips for the future.
