"Citations" means cited & released @ scene...so no jail time even upon being temporarily held by police
Their breeders need to be held responsible. Find them and make them pay. If they don’t, cut off their welfare, garnish their wages, or whatever necessary to make them responsible for the children they bring into this world. They might start disciplining their children a little so society doesn’t have to with putting them in prison later in life.
