I agree. He and his staff should've done the research, then written a bill which should've been submitted when he made this announcement. In a sense, Cruz is doing what we've been accusing the Obama administration of. That would be setting the agenda before DJT has input.

He is doing more what Trump does — tweeting a position after a very recent current event.
