I believe the FBI has not closed their investigation on the Hitlary’s foundation - last I read. If this has changed, then I could be wrong.

I hope that's correct, that he's just eliminating any grounds for accusations of double-standards regarding the two foundations (Trump/Clinton). Otherwise, it might seem that Trump was uncharacteristically caving to outside pressure, even to the detriment of the beneficiaries of the (Trump) foundation.
