Sadly, these cities including their illegals will vote Democrat no matter what penalties you enforce. It’s rather obvious many cities are in the control of foreign invaders.

Then, the productive voters will move outside city control. The city cannot sustain a shrinking tax base and pay for illegals that consume but contribute nothing. The illegals will self-deport when the money dries up.
