When someone draws KKK graffiti but he's not a KKK member or sympathizer, does it still count as a hate crime?
If so, hate crime against who?
Against KKK's traditional victims, against the KKK (what little remains of it), against whites or against racism in general?
I want to know if I'm supposed to be outraged or not.

It is still forever in the MSM databanks as a “hate” crime when numbers of such are published. Hoaxes are not as good as real incidents but they are useful and in the near total absence of the real thing they serve.
