The left has control over the entire state. It would have to be all or nothing...and they wouldn’t let Jefferson break out once they seceded
Doesn’t have to be all or nothing - just make it one of the requirements of secession, just as when Czechoslovakia split up. They don’t want them anyway, the coastals hate the inland counties.
